Energy sustainable development is a prerequisite for the world steady economic growth. Our country actively participates in realization of the global principles of energy security and energy efficiency resisting the present threats and challenges at the world energy market.

It is meaningful that among the first decrees signed by D. Medvedev, President of the Russian Federation, after inauguration is an Order “Concerning some measures on improvement of energy and environmental efficiency of Russian economy” № 889 as of 04 June 2008.

Today the subject of energy efficiency, energy saving, application of renewable and alternative fuels is also one of the topics widely discussed by the international community. It is reflected in G8 decisions including summits in Saint-Petersburg in 2006 and Heiligendamm in Germany in 2007.

Hosting G8 summit of 2006 in Saint-Petersburg Russia initiated new mechanism of interaction in the energy sphere fairly considering interests of the world energy market players.

This subject is very urgent for the UN system which conditions the interest of the United Nations Educational, Scientific and Cultural Organization (UNESCO) in cooperation with Russia in the field of energy sustainable development. Establishment of international Centre for independent research, impartial assessments and information exchange in the field of energy is an important step in cooperation with the UNESCO.

The 34 session of UNESCO General Conference in Paris adopted a resolution approving establishment of International Sustainable Energy Development Centre under the auspices of UNESCO in Moscow according to the recommendation of 176th session of Executive Council. 05 September 2008 we signed appropriate Agreement with Mr. Matsuura on the instruction of the Government of Russian Federation.

The Centre is established as international site for intensive dialogue of all interested parties on wide range of issues in energy field first of all in the interests of energy security and energy efficiency as a guarantee of sustainable economy and social development in the world.

The Centre activities in settlement of energy sustainable development issues are defined with its international status of international organization operating under the auspices of UNESCO.
